Jacksonville, FL. — It must have been an out the ordinary scene in Flagler County.
The Sheriff’s Office is trying to identify a man who was tying women’s pantyhose to cars in the Home Depot parking lot while sporting a pair himself.
"We need to identify him before this escalates to a more serious crime," says Sheriff's Rick Staly.
