New Jax ordinance will affect all dog owners

A newly passed city ordinance will change the way Jacksonville residents can tie up their pets outside.

Starting October of next year, dogs must be tethered on a line that moves between two points, like trees, rather than a stationary pole.
Animal activists say it will make dogs less aggressive.
A local mother led the charge to change the law after her 17 month-old was killed by a neighbor's dog that was chained up outside.
