Jacksonville Sheriff John Rutherford will get his $10.5 million in funding, but it is without a key endorsement.
WOKV has learned Jacksonville Mayor Alvin Brown returned the ordinance without his signature. Brown did not veto the measure, so it does become law.
Mayor Brown tells me he cannot support the funding boost to the Sheriff while other departments are hurting.
“I believe that the Children’s Commission, Parks and Recreation, Senior Services, the Library- everyone has played a role in really supporting the city and living within their means and understanding this is a tough economy and we all have to do it,” Brown says.
He told me his office has worked closely with the Sheriff on the budget since the process began, and Spokesman David DeCamp says that cooperation continues as they work to define the broad records request the Sheriff submitted regarding workman’s comp.
Because that issue surfaced within the last week, Council President Bill Bishop is not surprised to see the Mayor’s action.
“The concerns are still real and they have to be addressed,” Bishop says.
Brown says he respects the legislative process and the decision made by the council, which is why he did not veto the measure outright. But he felt it was important to stand for other organizations taking cuts.

In his memo to Bishop, Brown says he is looking for equality in that final budget.
“Prior to my administration submitting our proposed budget to Council, I asked JSO to make budget reductions that were, in percentage terms, significantly smaller than agencies like the Jacksonville Fire Rescue Department, Jacksonville Public Library, and Public Works Department.”
