Affidavit details Jax involvement in Allied Veterans scandal

Jacksonville, FL —

We’re working through the documents implicating several big Jacksonville names in a federal bust of illegal gambling sites tied to Allied Veterans of the World.

In the 441 page sworn affidavit dealing with Operation “Reveal the Deal”, investigators say Jacksonville Fraternal Order of Police President Nelson Cuba and Vice President Robbie Freitas were tied to five of the illegal gambling sites in Nassau and Duval counties.  The records indicate they either “own, operate, manage, supervise or are employees of” the companies listed as the companies that operate the facilities.

Specifically, Cuba and Freitas are accused of running “Enzyme Consultants, LLC”, which investigators say was a “shell” or “paper” corporation that received $576,000 in illegal funds between May 2009 and December 2011.  The records say Cuba is the signator for Enzyme.

Investigators say Cuba also opened and controlled a bank account in the “FOP Foundation” name which received illegal funds directly from one of the shell corporations.

Earlier this week, the local Fraternal Order of Police claimed no involvement in any of the alleged criminal activity.  The affidavit however claims “another measure taken by the AVOTW enterprise to protect and promote itself has been to pay law enforcement and to divert proceeds to the Jacksonville Fraternal Order of Police.”  There was no further detail on what that could include.

Cuba and Mathis are apparently caught on surveillance footage at a Jacksonville bank they used for at least one of the accounts.  Investigators say the withdrawals they made were consistently under $10,000 which avoids filing currency transactions.
