Question of payment over courthouse work

It looks like some payment has stalled relating to the new Duval County Courthouse, and the effect is trickling all the way down.

Two subcontractors came forward during Thursday’s Courthouse Oversight Special Committee meeting to say they hadn’t yet been paid for services they provided for the courthouse.  A rep from Turner, the contractor for the project, says that happened because Turner still has a few invoices tied up with the city- and a Public Works Spokesman took that one step further to say those bills were under review in the Finance Department.

“I hope that they- somebody- decides to pay Turner so Turner can pay us,” says Leo Jacobson- who’s company laid the flooring for the courthouse.

Jacobson says he hasn’t been paid in four or five months, totaling about $125,000.

City Council President Bill Bishop says, unfortunately, this is not uncommon for a project this big.

“It can take months and months to close these projects out,” he says.

City Councilman John Crescimbeni, who serves on the Courthouse Oversight Special Committee, says he had heard of some subcontractors lodging complaints a few months ago.

“We were assured that those contractors had, in fact, been paid,” he says.

He was unsure at this time whether these companies were the same as those who had problems before.

I’ve reached out to the city’s Finance Department to try to find out exactly how much money is still outstanding, and why these workers have their pay on hold.
