"The President is missing the opportunity here to talk about the real problem in America," Rubio said. "And the real problem is not guns. The real problem is violence."
Rubio says the serious conversation about violence should ask about cultural factors at play and the things going on in society that are contributing.
"Instead they're focused on things they've always wanted to do as a movement," Rubio said. "The left has always wanted to infringe upon the second amendment, and they now see an opportunity to try and do that."
Rubio said none of President Obama's proposals would have prevented the Newtown, Connecticut shooting.
"Then what this really is about is your desire to get a few things done that you've always wanted to do but now see the opportunity to do. And that's unfortunate because that means we're not focused on the stuff we should be focused on."
