Congo Back in Charge of Goma

Congo's government re-establishes control over the eastern city of Goma. The airport reopens. Goma sits on the border with Rwanda. Its capture by M23 rebels triggered an international diplomatic scramble to head off any escalation of violence. Under a deal brokered by Uganda, Kinshasa agreed to talks.
