Changes in our weather ahead of the weekend. We'll see clouds and a chance of rain or thunderstorms, especially south of downtown Jacksonville. Cooler and dry for Saturday and Sunday with temps barely reaching 70.
Tropical Storm Rina is falling apart, and it looks like she won't be a threat to south Florida. Cancun is getting a lot of rain, up to six inches could fall today in the Yucatan Peninsula. The hurricane center says Rina will get even weaker and eventually become a remnant low this weekend.

Our Top Local Story: Up to a half million taxpayer dollars is going to pay city employee who aren't working today. It's part of the Mayor's decision to let go of 31 appointees. But in doing so the city now has to pay for unused leave time.
A new state law could give a raise to Duval county school board members, if they want it. The Times-Union reports the board still has to vote on the rule. Currently board members make just over 37,000 dollars a year, the same as a first-year teacher. The new rule would raise board member salaries by 28-hundred dollars. The board is leaving it up to its members whether or not to accept the raise or stay at their current salary.
The drama surrounding police union negotiations with the city of Jacksonville is back on. We received word from the FOP of a meeting with all of the parties Thursday. Union President Nelson Cuba says they're operating in good faith, and have offered a pay reduction and reduction to benefits. It's unclear when all the sides are going to meet gain.
An overnight shooting on the Southside. Police say three men arrived at a house on Albatross Circle, near Beach and 9A when a guy tried to rob them. One man was shot and is expected to survive. The shooter is still on the loose.
The alleged flasher makes his first court appears in court for the first time. 24 year-old Brian Spooner of Mayport is accused of exposing himself to five girls and a woman. He's being held in the Duval County Jail on over 85-thousand dollars bail.
No bail for the man accused of chaining his 18-year-old nephew to a bed inside a trailer home. 29-year-old Troy Howell made his first court appearance yesterday to hear the long list of charges he's facing. They include aggravated child abuse and kidnapping. The marijuana grow house he was allegedly maintaining was dismantled by Baker County deputies.
The bus driver who accidentally ran down and killed a man on Monday has a history of accidents. 56-year-old Betty Andrews has hit objects four different times, the first in 2001 when she joined the company, and the most recent in 2010. Andrews has gone through several training courses as a result.
Our Top National Story: It looks like not all banks are getting on board the debit card fee train. Since Bank of America announced the five-dollar monthly fee for using their debit cards, other banks are coming out saying they won't be imposing a similar fee. According to the Wall Street Journal, Chase, U.S. Bank and Citi have all announced that they will not charge customers a fee to use debit cards.
The battle lines have been clearly drawn again in Congress over efforts to cut over a trillion dollars from the deficit. Democrats went first, leaking out their own $3 trillion plan, split between spending cuts and budget savings. GOP leaders then let it be known in their own precise language that they were offering a plan that featured only budget cuts.
Senator Marco Rubio is once again clarifying his family's history--a story that some newspapers suggest was exaggerated. Speaking in Orlando, Rubio says people in politics have a tendency to exaggerate. Questions about the family history of the self-described son of Cuban exiles emerged last week. Rubio's parents emigrated for economic reasons more than two years before the Cuban Revolution.

The St. Louis Cardinals staved off elimination -- not once but twice -- and have forced a Game Seven in the World Series. They won it in a walk-off home run in the 11th by David Freese.
