Rain is going to be a factor in today's weather. It's going to be cloudy most of the day and temps are in the mid-70's. A passing shower is possible tonight. The weekend looks mostly dry and warm with temps in the upper 70's.
You could soon hear changes in the way hurricanes are forecast. National Weather Service spokesman Chris Vaccaro says they're considering a proposal to issue watches and warnings for storms that threaten life and property, even if they are no longer hurricanes or tropical storms. The National Hurricane Center was criticized last month following Superstorm Sandy after it stopped issuing hurricane warnings because the storm wasn't technically going to be a hurricane anymore when it made landfall.

Our Top National Story: The back and forth continues in the fiscal cliff talks. President Obama resumes contact with House Speaker John Boehner. Treasury Secretary Tim Geithner says the administration will absolutely let the double whammy of tax increases and spending cuts take effect unless Republicans give in to Obama's demand to raise taxes. Senator Marco Rubio says Obama is playing chicken with something very serious.
They got him. Fugitive software mogul John McAfee has finally been arrested, in Guatemala. McAfee is wanted as a person of interest in the murder of fellow American Gregory Faull in Belize. Guatemalan police arrested McAfee for illegally entering the country and said it would expel him to Belize.
A deadly nerve gas, with the possibility of being used. That frightening development in Syria. A senior U.S. official tells Fox News that President Bashar Assad has mixed chemical weapons and loaded them into bombs in preparation for possible use on his own people. Jennifer Griffin reports Syrian forces have 60 days to use these bombs until the chemical mixture expires and has to be destroyed.
At least five people are killed in violent protests in Cairo, according to the health ministry. This morning the streets are calm. Supporters and opponents of Egyptian President Mohammed Morsi exchanged firebombs and rocks outside the presidential palace yesterday.
Our Top Local Story: We're learning about a bill that will be proposed in Tuesday's city council meeting that aims to consolidate the supervisor of elections office and build a whole new facility in La Villa. Councilman Clay Yarborough says it would set aside $8 million as a ceiling amount using elections funds as well as the money from selling the downtown office and moving out of the Gateway Mall location to build a new building on a site the city already owns at the corner of State and I-95.
All twelve of Florida's state universities are telling Governor Scott that they won't have to increase tuitions next year if they're given more funding. University of North Florida President John Delaney says spending cuts have hurt the school. The schools are asking for an additional 118 million dollars next year. Delaney says the future of the state is really tied to the kids who they can graduate from college.
It's one of the bigger employers in Jacksonville. So what impact will we see from Citigroup's plan to cut 11,000 jobs?
Jerry Mallot with the Jax Chamber says CitiGroup's announcement is not likely to have a dramatic impact on the 4,200 jobs in Jacksonville.
If you live in Avondale and Murray Hill you are in good company. The 32205 ZIP code is the best place in Florida for workers with a college education. The area has a 1.3 percent unemployment rate for those with a bachelor's degree. The 32209 ZIP code, which covers a big chunk of the northwest side, is the worst place for younger workers to find jobs in Florida.
