Governor open to discussion on health care exchange

Breaking News in Northwest Jacksonville, blocks away from Ribault High School, where police open fire on an armed suspect they were investigating. No one was hurt, but some bullets penetrated a house.

By Friday Florida Governor Rick Scott will have to notify the federal government whether the state will implement its own health care exchange or default to a federal program. We've learned Scott is "open for discussion" but most recently said he will not opt for the state system, and that's causing concern from the people who represent you. Republican Senator John Thrasher says the state should have more time to decide. Democratic Senator Audrey Gibson wants to sit down with the Governor to talk through their questions.

A coalition of advocacy groups is calling on Governor Scott and lawmakers to appoint a task force that can review problems from Florida's election. Members of the League of Women Voters, the NAACP and the AARP say the task force should offer recommendations to lawmakers before the start of the next legislative session.

Our Top National Story: Defense Secretary Leon Panetta is cautioning against concluding that the U.S. commander in Afghanistan, General John Allen, is guilty of misconduct based on allegations now under investigation. Panetta says he is fully confident in Allen's ability to lead in Afghanistan. The Pentagon chief declined to explain the allegation that Allen may have had "inappropriate" correspondence with Jill Kelley, the Tampa socialite connected to the scandal that led to the resignation of CIA Director David Petraeus. Panetta announced Tuesday while flying to Australia that he had ordered an inspector general probe of Allen. Allen has not publicly commented on the matter.

Obama holds his first news conference since re-election this afternoon at 1:30. Hear it live on WOKV. We expect there will be several questions about the sex scandal and Libya terror attack, among other big national topics.

Some answers are starting to come in the investigation of the terror attack in Bengazi. Senator Marco Rubio was part of a closed-door committee meeting, and tells us he has several questions for military leaders and the Administration. Rubio says he wants to know what assessments were made about the safety of the operation in Libya.

There's a good chance that JaxPort's CEO may be moving to Tampa, as the Port Authority there has offered him the reigns. The JaxPort board chairman posted a farewell message online to Paul Anderson, but there's no definitive answer just yet.

A Duval County teacher involved in a sex scandal. Police say 23-year-old Danielle Reed, who works as an English teacher at Atlantic Coast High School, reportedly carried on the relationship between March and June. After investigators questioned the child, Reed was booked into the Duval County Jail on a sexual battery charge and her bail was set at 150-thousand dollars. Duval's new superintendent is expected to recommend suspension without pay pending termination.

We've learned three people were killed in a crash between a car being pursued by police in southeast Georgia. The Georgia State Patrol reports the crash happened early Tuesday morning in Glynn County. A car being chased by police rear ended a private ambulance at a high rate of speed, killing the driver and two passengers. All were from Bunswick. Police say the pursuit lasted about five miles at speeds of more than 100 miles an hour.

A man who accused Elmo's puppeteer of having sex with him when he was a teenager has recanted his story. In a quick turnabout, the unidentified man described his relationship with Kevin Clash as adult and consensual. Clash, who had taken a leave from Sesame Street, says he's relieved that the ordeal is put to rest.

Police in Jackson, Mississippi, say all three people aboard a single-engine plane were killed when it crashed into a house. The coroner says dental records or DNA will be needed to confirm the identities.
