Rubio's rise

Good morning. It's Thursday February 7th, 2013.

The Big Three things you need to know:

1.) Storm threat. For the first time in a long time we'll see significant rain. The window opens around Noon and continues through the afternoon and early evening. Heather Zehr says we have a small chance of an isolated tornado. We'll see up to half an inch of rain by the time it's all over. The weekend looks dry and sunny.

2.) Rubio's rise. We'll see Florida Senator Marco Rubio deliver the Republican Party response to President Obama's State of the Union address next Tuesday. Hear both messages live on WOKV beginning at 9pm next Tuesday. Rubio's selection, and his role in the immigration debate, are two more reasons the pundits believe he will play a key role in the 2016 White House race.  At 6:53 we heard Jamie Dupree explain why this is such a big opportunity for Rubio.

3.) Englewood threat. We first told you about the arrest of an 18 year-old, caught outside Englewood high school with a handgun, box of ammo, and a knife. Neighbors say Tamolis Clark is not the dangerous person you may think he is. One says he always offers to help her with her groceries, and he's a respectful, all-around great kid. According to police, Clark said he had issues with a couple students and wanted to resolve them.

The city of Jacksonville is being dragged to court by police and firefighters in the latest saga over pension reform. We have a copy of the federal lawsuit filed against both the city and the police and fire pension fund board of trustees. The firefighters and police officers who are plaintiffs in the lawsuit, say the city is breaching the pension fund contract.

Mayor Brown says get it done -- new automatic doors will soon be put in the new Duval county courthouse. The Mayor's Disability Council voted unanimously to support a solution for the courthouse. The city will pay all upfront costs and attain any repayment necessary from the contractor.

Jacksonville police believe road rage motivated a murder off Dunn Avenue on the northside last night. Police found a man dead inside a pickup truck near a Gate gas station. Police believe whoever shot him had gassed up beforehand and then sped off on I-295 after the altercation.

A new report shows that nearly 64 thousand voters in Florida did not wind up voting for president. They found that the number of voters who did not cast a "valid'' vote in the race for president was .75%. That's the same rate as it was back in 2008.

The President's choice to head the CIA will defend himself before a Senate committee today. New this morning, the White House is reversing course and giving Congress a classified report on drone strikes targeting Americans working with al-Qaida overseas. John Brennan helped manage the drone program for the administration.
