For 28 years, the murder of 10-year-old Tammy Welch had gone unsolved. But today, her family finally has some answers. Tuesday morning, 60-year-old James Jackson was charged with the rape and murder of Welch.
Jackson lived next-door to the child and her family on the Westside back in 1984. The child's body was found in the courtyard of their apartments.
DNA evidence is linking Jackson to the crime, but he's denying any involvement in the case.
