Couple arrested after toddlers found walking near traffic alone

Jacksonville, Fl. — The Jacksonville Sheriff’s Office has arrested 20-year-old Justin Faggart and 19-year-old Cheyenne Newberry after two children were seen walking along a busy Westside street.

The police report says they got the call about two small children believed to be two or younger playing in the street on Seaboard Avenue. A witness told police he had to honk his horn to get the kids out of the street.

An officer with JSO went to a home on Talton Lane which had the door wide open. The officer walked into the doorway and noticed a young boy playing with a bag believed be filled with dog feces. The young boy was also not wearing a diaper.

The officer yelled inside several times causing Faggart and Newberry to leave the back bedroom and head to the front of the home. The officer then asked the couple to identify the young girl. The police report said she had a diaper on but it appeared to be oversaturated and soiled.

Inside the home, the officer said it was filthy filled with rotten food, soiled diapers, and animal feces throughout. The report even mentioned the feces was smeared on the walls of the home as well.

It’s also noted in the police report a third child was found inside the home in a small crib. The JSO officer contacted DCF. They responded to the home, but it is unknown at the time what happened with the children.

Faggart and Newberry are facing child neglect charges and will appear before a judge again later this month.
