A 12-time felon already in jail on robbery charges implicated himself in the July 2015 murder of Daniel Rowe, and is now charged in the young father's death.
Erron Markese Coleman, 25, is charged with robbing and killing Rowe outside the Blind Rabbit restaurant in Riverside while another suspect remains outstanding.
The Jacksonville Sheriff's Office says a tip from Crime Stoppers led them to an inmate inside the jail who volunteered to inform on the Rowe case in November.
JSO Director Tom Hackney says the case took time to develop in the pursuit of a conviction, not simply an arrest.
"Sometimes, these investigations take a protracted amount of time; take longer than we want; take longer than the families want; but we don't stop," Hackney said Monday afternoon. "We don't want quick justice, we want lasting justice."
A $13,000 reward will be paid out to the tipster by Crime Stoppers and a $3,000 reward has been offered for the arrest of the second suspect.
