Police have arrested James Hiawatha Russell for the November 4, 2012 shooting death of Philippe Foster.
Foster was found dead in the area of A Phillip Randolph and Jessie Street.

U.S. Marshals caught up with him Friday at a motel in Albany, Georgia.
