We're told the motivation behind a November murder in Jacksonville was a $5 debt.
Police have arrested James Hiawatha Russell for the November 4, 2012 shooting death of Philippe Foster.
Foster was found dead in the area of A Phillip Randolph and Jessie Street.
Police say Russell was upset because Foster owed him $5.
Police say it took three months to find Russell because he had been moving up and down the East Coast, living under assumed identities.

U.S. Marshals caught up with him Friday at a motel in Albany, Georgia.
