JACKSONVILLE, Fla. — A SWAT standoff is finally over at a local apartment complex after JSO tried to serve an arrest warrant.
For hours, residents at Summer Glen Apartments were not allowed back to their homes Sunday afternoon.
JSO blocked off the complex and kept it that way, while SWAT pleaded with a resident to come out of his house.

“This is definitely quite a shock. I’ve never seen anyone have any kind of issues around here. It’s always been quiet, peaceful,” Collins said.
In a neighbor’s video, you can hear JSO pleading with the man to come outside.
They address him as Mr. Sullivan.
SWAT announced they have an arrest warrant for him.
The neighbor who shared the video with us said he watched the entire event unfold from his front porch.
“They knocked out one of the bedroom windows. they shot the smoke in. Then they end up coming back around and shooting out the second window in the bedroom,” the neighbor said.
He also said he’s seen the man called Mr. Sullivan around and believes he could have talked him down and brought him outside.
“I truly believe this is a little excessive. I wish, I really wish, wish, wish that I could have just went in and knocked on the door and probably got his attention” the neighbor said.
He said he’s seen police at the apartment a few times in the past few weeks and had a feeling things weren’t right.
Neighbors sent us a picture of the end of the standoff in which you see law enforcement with Mr. Sullivan behind an ambulance.
They said police put Sullivan in handcuffs and into the ambulance after the 5-hour standoff.
It doesn’t appear any shots were fired
