Jacksonville, FL — A day after the White House Budget Office announced tax refunds would still be issued as usual by the IRS, despite the continuing partial government shutdown, our Consumer Warrior Clark Howard is sharing his analysis on the reversal.

Howard says whether it's proper or not, he calls the decision a nod to political reality.

"If, in the midst of the government shutdown, people don't get their tax refunds, it weakens the President's position in the fight over the border wall," says Howard.

He says for so many people, there have been no direct or even indirect impacts from this shutdown, but if there were no tax refunds issued, he says it would get 'ugly' fast.
