Fmr JSO Corrections Officer facing child porn charges

A former Jacksonville Sheriff’s Office Corrections Officer has been indicted for child pornography-related charges.

39-year-old Leon Perry Brooks, Sr. is charged with two counts of receipt of child pornography, one count of distribution of child pornography, and one count of possession of child pornography. The US Attorney’s Office says he faces up to 70 years in prison if convicted on all counts.

The USAO says the charges deal with certain computer files from June 19, 2012 through May 20, 2013 depicting minors engaged in sexually explicit conduct. The earliest charge in June 2012 alleges Brooks received a file titled “pthc- freaky latin parents and 5yr daughter.mpg”. Other titles located on his computer were explicit, and if you wish to view those they are in the indictment attached to the left.

The most recent charge from May 20, 2013 alleges Brooks possessed a visual depiction of minors engaging in sexually explicit conduct. The indictment lists the potential that more than one file was located.

The Jacksonville Sheriff’s Office tells WOKV Brooks was with the agency for 13 years. He resigned on November 1, 2013 on a medical disability retirement. The allegations facing Brooks deal with offenses that overlap with his time of employment at JSO. A statement issued from Undersheriff Dwaine Senterfitt says JSO is “currently cooperating fully with the United States Attorney’s Office on their ongoing investigation”, but they are declining any further comment at this time.

We’ve obtained Brooks’ consolidated personnel history, which shows two sustained complaints. On April 28, 2002 he received formal counseling for “incompetency”, and on February 11, 2009 he received formal counseling for “unbecoming conduct”.  Another complaint for “unnecessary force” led to a supervisory referral letter in August 2008, and the history says there was a “letter sent” on still two other complaints. Several others listed were not sustained.

This is the second former JSO Corrections Officer that has been federally indicted in a little over one week. Former CO Harold Walbey III was indicted last Wednesday for allegedly stealing inmate identities and using them to file fraudulent tax returns.
