Two volunteer soldiers fired at other troops stationed at a Russian military firing range on Saturday, killing 11 and wounding 15 others, according to the Russian Defense Ministry.
The Associated Press reported that the two soldiers were killed in the exchange, which occurred in the Belgorod region in southwestern Russia.
Officials said the two volunteers from an unnamed former nation in the Soviet Union fired on the Russian soldiers during target practice, according to the AP. They were killed by return fire.
The ministry called the incident a terrorist attack.
The shooting comes after a hasty mobilization ordered by President Vladimir Putin to bolster Russian forces in Ukraine. Putin said on Friday that more than 220,000 reservists already had been called up, the AP reported.
Putin appeared to acknowledge growing discontent in Russia and assured citizens that the partial mobilization would end in two weeks, The Washington Post reported. His move prompted thousands of men to flee the country, according to the newspaper.
