21-year-old suspect arrested in Southside hit-and-run that killed Jacksonville woman

Jacksonville, FL — Nearly two months after a 34-year-old Jacksonville woman was killed in a hit-and-run on Beach Boulevard, the Jacksonville Sheriff's Office has arrested a suspect.

JSO says 21-year-old Amber Borden is now charged with leaving the scene of a crash involving death. 

WOKV told you back in March, when police said Summer Black was hit by a car from behind while riding her bicycle on Beach Boulevard, near Southside Boulevard. The driver didn't stop or call for help.

According to Borden's affidavit for arrest warrant, a piece of a bumper was recovered at the scene, leading police to learn the suspect's vehicle was a 2011-2015 brown Kia Rio. The warrant says a tip then came in, identifying Borden as the possible driver.

When a Clay County deputy went to Borden's home, they found the suspect vehicle parked in the driveway. The warrant says the car had front-end damage, a shattered windshield, and the tag had been removed.

The warrant says phone records were then obtained for Borden, with the cell tower map showing she was in the area of the hit-and-run at the time of the crash. Investigators say immediately after the crash, she called a friend crying, saying she didn't know what she had hit.

During the investigation, the warrant says one of the suspect's friends admitted she had been with Borden before the crash in the Riverside-area and had been consuming alcohol before driving away.

The warrant also claims that Borden had told her mom that she hit someone on a bicycle.
